Bungie community manager Cozmo took to the Destiny subreddit to respond to a post made by a fan begging for the quest not to stretch over many weeks and resets. Cozmo replied by saying that the quest will be able to be completed at each player’s own pace:

“The Draw” quest will be the means to which players get their hands on The Last Word, and while the quest itself is being held back until January 29, players won’t be held back once they start it. As has been revealed by data miners, “The Draw” will be a lengthy quest to earn the returning fan-favorite exotic.

Most recently, the quest for Thunderlord (another returning exotic from Destiny 1) was time-gated across a few weekly resets before players were able to get their hands on the weapon. Similarly, the Mysterious Box quest is currently ongoing, which should wrap up this week, as the final Black Armory forge becomes available.

The Last Word will be getting an updated version of its signature Fan Fire perk in Destiny 2, which is almost identical to the perk in Destiny 1. However, it will further try to incentivize players to hip-fire the hand cannon, which is its main unique role in the game. The Fan Fire perk has the returning ability to “fire quickly and continuously” as The Last Word is fully auto when the trigger is held down. But the new perk will add faster reload and increased accuracy on successive hip-fire damage.

Again, players will have to wait about three weeks from now before embarking on “The Draw” quest and try the exotic weapon out for themselves.
